0010282: Time is rounded for invoice dialog generation

Description

Time calculation has been updated from a 2 point to a 10 point floating number for dollar calculations (when using the invoice modal dialog). The automatic invoicing system has been standardized with the modal to also use the 10 point rounded value.

Example:

During modal invoicing
32m 12s was being rounded to .54
32m 12s is now rounded to .5366666667

During Automatic Invoicing
32m 12s was not rounded and could be .536666666667
32m 12s is now rounded to .5366666667
