0010901: Project / Actions / Milestones without end times

Description

Some projects (eg Maintenance, low priority internal, ongoing open ended development) are not linked to start / end times but are on the system as open ended tasks to be completed as and when required.

Currently a date needs to be assigned as the end point of a project or action and once past, the project / action is overdue, marked red and is given a higher score in the Dashboard. The workaround is to assign an end date at some indeterminate point int he future but this is a bit clumsy

Would be great to have a no end date option so that projects that were ongoing weren't being bumped as overdue
