Implemented new functionality for opening the action list within a project view for administrators that do not have project access, but have access to a limited set of project actions.

The edit dialog has been updated to restrict access to the manager, assigned, and parent values when edited by a restricted administrator.

Dashboard widget edit links now link to the project action tree and queue the edit dialog.
