Summary0010181: FORCESSL breaking Chrome / Joomla Integrator
DescriptionThe FORCESSL and the subsequent {$systemurl} value for the template header.tpl file was not working properly, causing a non-ssl "http://" [^] base meta tag to break SSL pages, also somehow inadvertently affecting the integrator output.

Handling of FORCESSL was changed so that the definition was only being made if value was to be true, vs defining the constant with a value of false.

$systemurl smarty value is now set manually when FORCESSL is active.
