0010936: Combine Overrage Billing with Existing Invoices

Description

If invoices for other services are being generated on the same day, append the overrage invoices to that invoice so the client is receiving the single invoice.

The way to accomplish this might be to add the option to "Wait until the next service invoice is generated, then append the overage credit billing to that invoice"
