0011018: Add ability to update Client only on Action Status Change

Description

I have many developers that update the system regularly through the percentage change for individual actions. I do not want to bombard clients everytime an action gets a percentage increase.

I have the system set to make actions status complete once the children/itself is set to 100% and I want to update clients only then.
