Summary0010135: Permission Denied Action Redirect
DescriptionThe current error redirect from an invalid attempt to load a project and edit an action is to show the system action.list and indicate #actionXX, however the list does not support the hash identifier.

This should be resolved in the list, or replaced with a stand-alone action editing page.
