Summary0010318: Accept $_ADDONLANG in plugin lang file
DescriptionCurrently plugin language uses both $_LANG and $_ADMINLANG arrays. Would like option to specify the single array $_PLUGINLANG that would be appended to both $_LANG and $_ADMINLANG automatically.

 Added parsing of $_PLUGINLANG, which can be used within a plugin language file, to be merged with either $_LANG or $_ADMINLANG depending on the scope.

This will be re-assessed if / when the admin and client systems are merged.
